The nuke industry has been conniving for years with the "Nuclear Regulatory Commission" to deal with (1) by effectively taking the public out of the approval process. They wish to maintain the appearance of public parcticipation while eliminating the substance of it--the ability of the public to effectively "just say no!" Item (2) is being addressed by getting the government to pay. In other words, pass the costs on to the taxpayers, This is why the various "climate" and "energy" bills are loaded up with subsidies and giveaways to the nuclear industry. It's interesting that the same Republicans who pay so much lip service to lowering taxes, etc, seem to be big nuke subsidy promoters.
