Incinerator Bill Through General Assembly: Gov. Carper Must Sign Port Penn, DE. April 12, 2000. Senate Bill 280 was passed again yesterday by the Senate in the same form as passed by the House last seek. The vote was 16-5 with Senators McDowell, Adams, Venables, Still, and Simpson opposed. Now, the bill goes to Governor Carper, who has ten days to sign the bill or veto it. If he does nothing it automatically becomes law. If he vetoes it a 2/3 majority of both houses is needed to override. CARPER HAS WITHDRAWN HIS PREVIOUS PROMISE TO SIGN THE BILL. He needs to be bombarded extensively with calls, letters, and emails. (Carper and his staffwhose environmental record has been horribleseem to truly believe incineration is a good thing.) Thanks to all who contacted Allenâs Family Foods. A good message for this company now would be ãdo not ask Gov. Carper to veto SB 280.ä Here is a message from Senator Dave McBride: Attention All: Today SB 280, as amended, passed the Senate on a vote of 16 yeas and 5 nays. SB 280 now goes to Governor Carper for action. The Governor has three options. One, he can sign SB 280 and it becomes law. Two, he can allow SB 280 to become law without signing the bill. Three, he can veto SB 280. The Governor has ten calender days, excluding Sunday, in which to do one of these three. You are urged to contact the Governor's office at 302.577.3210 (Wilmington) or 302.739.4101 (Dover) and ask that the Governor please sign SB 280. You should also ask all family members, relatives, friends, and anyone else you can to please call. This is very important. Remember, the job is NOT complete until and unless the Governor signs SB 280 or allows SB 280 to become law without his signature. Again, future generations will thank us for our effort. It is for many reasons that we need SB 280, but perhaps most importantly, it is for our children and our children's children that we take these actions! God bless all.
